Asset Management Plan


Today I want to talk about something that does not always make headlines but matters enormously to every single resident - Meaford's Asset Management Plan.
Every Ontario municipality is required to maintain one and ours is essentially a long-term inventory and financial roadmap for all the infrastructure we rely on: roads, bridges, culverts, water and wastewater systems, and municipal buildings and facilities. It tracks the current condition and age of each asset, its remaining useful life and what it will cost to replace, projecting decades into the future.
The whole point is to move us away from reactive "fix it when it breaks" spending and toward proactive planning, because deferred maintenance on a road or bridge typically costs several times more to fix once it has failed than it would have cost to maintain properly. The total replacement value of Meaford's assets as of the last AMP report is $582,597,893. That is the scale of what this community is responsible for maintaining. Currently 62% of our core assets are considered in good or very good condition, and our average annual current investment in the road network alone is roughly $8 million.
On the funding side, since 2015 Council has added 2.5% annually to the infrastructure levy specifically to build reserves : 1% dedicated to roads, 1% to bridges and 0.5% to municipal facilities. This steady, disciplined approach has helped keep Meaford's overall tax rate increases comparatively modest against several of our Grey County neighbours.
Good infrastructure is not just about fixing potholes. It is an economic development driver, a determinant of quality of life and a cornerstone of prudent financial planning. Protecting what we have built together is one of my core commitments.
